[:EL]Από τον ιδρυτή του κέντρου LIBERTAS καθηγητή Πέτρο I. Παραρά.

Με την ιδιότητα του Διευθυντού του ως άνω Κέντρου, θα ήθελα να σας ενημερώσω για τα εξής :
Πριν από λίγα χρόνια συστάθηκε στην Ευρώπη μια άτυπη ομάδα ακαδημαϊκών-καθηγητών-δικαστών και δικηγόρων (κυρίως από Γαλλία, Βέλγιο, Γερμανία, Καναδά και Ελλάδα) που επαγγελματικά και θεωρητικά ασχολούνται προεχόντως με τα Δικαιώματα του Ανθρώπου.
Η άτυπη αυτή ομάδα, στην οποία από χρόνια μετέχω εκπροσωπώντας ανεπισήμως τη χώρα μας, αποφάσισε ότι θα ήταν σκόπιμο να διοργανώνεται κάθε χρόνο, κάτι που δεν είχε γίνει μέχρι τώρα, ένα Διεθνές Συνέδριο Δικαιωμάτων του Ανθρώπου. Εκεί θα αποτυπώνεται ο βαθμός προστασίας του κάθε Δικαιώματος διεθνώς και ειδικότερα: α) θα αξιολογούνται τα σχετικώς ισχύοντα διεθνή και περιφερειακά νομικά κείμενα, π.χ. Συμβάσεις του ΟΗΕ και δραστηριότητες του Συμβουλίου της Ευρώπης, β) θα παρουσιάζεται το επίπεδο προστασίας του Δικαιώματος σε επί μέρους Χώρες (εθνική νομοθεσία και νομολογία), ώστε οι επιτυχημένες νομικές ρυθμίσεις να μπορούν να μεταφερθούν και σε άλλες χώρες και γ) θα διαγράφονται οι ενδεικνυόμενες ενέργειες και οι στόχοι για το μέλλον.
Τελικά, έγινε δεκτή πρότασή μου το Διεθνές αυτό Συνέδριο να πραγματοποιείται κατ’ έτος στην Ελλάδα και ειδικότερα στην Αθήνα. Ζήτησε δε να μετέχει στο Συνέδριο αυτό, και εφεξής να το στηρίζει με εκπρόσωπο και εισηγητή, το παγκοσμίου φήμης “Institut International des Droits de l’Homme –René Cassin” που έχει έδρα στο Στρασβούργο. Oι επιστημονικοί φορείς του ετήσιου αυτού συνεδρίου είναι α) το επιστημονικό περιοδικό «Δικαιώματα του Ανθρώπου», β) η βελγική «Revue trimestrielle des Droits de l’Homme», και γ) το “Διεθνές Ινστιτούτο René Cassin”.
Μέχρι στιγμής έχουν διεξαχθεί 9 Συνέδρια με ιδιαίτερη επιτυχία. Οι θεματικές τους είναι οι παρακάτω: «Το δικαίωμα σε ένα υγιές περιβάλλον», «Δημοκρατική κοινωνία και Δικαιώματα του Ανθρώπου», «Πολιτισμική Διαφορετικότητα και Δικαιώματα του Ανθρώπου», «Συγκρούσεις Δικαιωμάτων του Ανθρώπου», «Θρησκείες και δικαιώματα του ανθρώπου», «Μετανάστευση στην Ευρώπη και δικαιώματα του Ανθρώπου», «Διεθνής Ένωση Συνταγματικού Νόμου», «Βιοηθική», «Διάλογος Δικαστών». Το δέκατο και επετειακό Συνέδριο αναμένεται να διεξαχθεί τον Οκτώβριο του 2018.

Χρονολογία και τόπος γέννησης: 24 Μαρτίου 1938, Πειραιάς.
Δευτεροβάθμια εκπαίδευση στο Πειραματικό Σχολείο του Πανεπιστημίου Αθηνών.
1956: Απολυτήριο.
1956-1961, πανεπιστημιακές σπουδές στη Νομική Σχολή Αθηνών.
1964-1965, πανεπιστημιακός βοηθός στη Νομική Σχολή Αθηνών (υπό τον Καθ. Φ. Βεγλερή).
1965, υποτροφία τριών ετών από το «Ίδρυμα Κρατικών Υποτροφιών» για μεταπτυχιακές σπουδές στη Νομική Σχολή στο Παρίσι (Δημόσιο Δίκαιο).
1967 : “D.E.S.” – Δίπλωμα Ανωτέρων Σπουδών
1968 : Είσοδος με διαγωνισμό στο Ελληνικό Συμβούλιο της Επικρατείας ως εισηγητής.
1974 : Πάρεδρος.
1985: Σύμβουλος Επικρατείας.
Από τον Ιούλιο του1982 έως το Σεπτέμβριο1983, διαμονή στο Μόναχο, όπου έγραψε το Ελληνικό Κοινοβουλευτικό Δίκαιο (Corpus, Vol. II, 1985).
1998-2005 :Καθηγητής Συνταγματικού Δικαίου στο Δημοκρίτειο Πανεπιστήμιο Θράκης (Κομοτηνή).
2004, Αντιπρόεδρος στο Συμβούλιο της Επικρατείας.
2005, τέλος καριέρας λόγω ορίου ηλικίας.
Από το 2005 μέχρι τον Σεπ. 2009, Πρόεδρος της Κεντρικής νομοπαρασκευαστικής Επιτροπής, ακαδημαϊκού οργάνου της Γενικής Γραμματείας της Κυβέρνησης.
Από το 2007, μέλος της Εθνικής Επιτροπής για τα Δικαιώματα του Ανθρώπου.
Είναι παντρεμένος με την Νάντια Μαυρομιχάλη, με δύο υιούς τον Γιάννη και τον Αλέξη δικηγόρους στο Συμβούλιο της Επικρατείας.

Επιστημονικές δραστηριότητες

Από το 1976, ιδρυτικό μέλος και μέλος του Διοικητικού Συμβουλίου του Ιδρύματος Μ. Στασινόπουλου (πρώην Προέδρου της Δημοκρατίας).
1979, ιδρυτικό μέλος και μέλος του Διοικητικού Συμβουλίου του Ελληνικού Ινστιτούτου Διοικητικών Επιστημών ( Πρόεδρος, καθηγ. Φ. Βεγλερής).
1981, Υποστήριξη διδακτορικής διατριβής στη Νομική Σχολή Αθηνών με θέμα «Πράξεις Νομοθετικού Περιεχομένου του Προέδρου της Δημοκρατίας. Ερμηνεία του Άρθρου 44 §1 του Ελληνικού Συντάγματος».
1982, ιδρυτικό μέλος και μέλος του Διοικητικού Συμβουλίου της Ένωσης Ελλήνων Συνταγματολόγων.
1975 – 1999, μέλος της Επιστημονικής Επιτροπής του νομικού περιοδικού «Το Σύνταγμα», εκδ. Αντ. Ν. Σάκκουλα.
1992 – 2001, Πρόεδρος του Ελληνικού Συλλόγου Νομικών για την προστασία των κοινοτικών οικονομικών συμφερόντων.
Από το 1999, διευθυντής του Επιστημονικού ελληνικού περιοδικού «Ανθρώπινα Δικαιώματα», εκδ. Αντ. Ν. Σάκκουλα.
Από το 2005, διοργανώνει με την υποστήριξη του Maître Pierre Lambert, ένα ετήσιο συνέδριο Ανθρωπίνων Δικαιωμάτων στην Αθήνα.
Από το 2006, επιμελείται και εκδίδει με τον Maître Pierre Lambert τον ετήσιο τόμο “Annuaire International des Droits de l’Homme”, εκδ. Αντ. Ν. Σάκκουλα/Bruylant.
Μάρτιος 2008, Δικαστής ad hoc, διορισμένος από την Ελληνική Κυβέρνηση, στο Ευρωπαϊκό Δικαστήριο Ανθρωπίνων Δικαιωμάτων.

As the director of the International Centre on Human Rights – LIBERTAS -, a non-profit organization, I would like to inform you about our scientific activity.
Some years ago, an unofficial group has been formed in Europe involving Academicians, Professors, Judges and Lawyers (mainly from France, Belgium, and Greece) who are engaged theoretically as well as practically with Human Rights.
The “atypical group” in which I participate actively for years by representing our Country, Greece, decided that it would be meaningful to organize each year an International Conference on Human Rights. In that way, we could examine the protection level of each individual Human Right internationally and more specifically: a) evaluate the international and regional legal texts such as: Conventions of the United Nations’ and the Council’s of Europe activities, b) present the protection level of each Human Right in each country individually (national legislation and jurisprudence), so that the successful law regulations can be transferred to other countries as well and c) underline the advisable activities and aims for the future.
Finally, my proposal for the annual organization of that conference in Greece has been accepted. Moreover, the reputable “Institut International des droits de l ̒Homme – René Cassin” has accepted to support our conference with a delegate.
Thus, the scientific journal “Revue Hellénique des Droits de l’Homme”, the Belgian “Revue trimestrielle des Droits de l’Homme” and the “International Institute René Cassin” are in charge of the organization of the Colloquium.
Nine Colloquiums have already taken place in Athens with great success. Their topics are the following: “The Right to a Healthy Environment”, “Democratic Society and Human Rights”, “Cultural Diversity and Human Rights”, “Conflicts of Human Rights”, “Religions and Human Rights”, “Immigration in Europe and Human rights”, “International Association of Constitutional Law. Group of Social Rights”, “Bioethics”, “Dialogue of judges”. The 10th Colloquium is expected to take place in 2019.

1992-2001: President of the Association of Greek Jurists for the protection of financial interests in the Community.

En tant que Directeur du Centre LIBERTAS, une association à but non lucratif, je voudrais vous mettre au courant de notre œuvre scientifique.
Il y a quelques années, un groupe informel d’académiciens, professeurs, juges et avocats fut créé en Europe s’occupant professionnellement ou théoriquement des droits de l’Homme.
Ce groupe informel, dans lequel je participe en représentant officieusement notre pays, la Grèce, a pris l’initiative de l’organisation d’un Colloque annuel sur les Droits de l’Homme dont l’objectif serait l’observation du niveau de protection de chaque droit individuel et notamment : a) évaluer les textes juridiques internationaux et régionaux qui sont en vigueur, comme par exemple les Conventions des Nations Unies et les activités du Conseil de l’Europe b) présenter le niveau de protection du droit dans les différents pays (législation nationale et jurisprudence) afin de pouvoir adapter les réglementations réussies à d’autres pays et c) fixer les actions et les objectifs de l’avenir.
Suite à ma proposition, il a été décidé d’organiser ce Colloque annuel en Grèce et plus précisément à Athènes. Par ailleurs, l’Institut International des Droits de l’Homme – René Cassin qui siège à Strasbourg a décidé de soutenir ce colloque en envoyant désormais un délégué. Ainsi, la revue juridique «Revue Hellénique des Droits de l’Homme», la «Revue trimestrielle des Droits de l’Homme» de la Belgique et l’Institut International René Cassin sont responsables de l’organisation du Colloque.

Neuf Colloques ont déjà eu lieu à Athènes avec un grand succès. Leurs sujets sont les suivants : «Le droit de l’homme dans un environnement sain», «Société démocratique et droits de l’Homme», «Diversité culturelle et droits de l’Homme», «Conflits des droits de l’Homme», «Religions à l’épreuve des droits de l’Homme», «Immigration en Europe et Droits de l’Homme», «Association Internationale de la Loi Constitutionelle», «Bioéthique», «Dialogue des juges». Le 10ème Colloque est prevu pour l’année 2019.

Études universitaires à la faculté de Droit de l’Université d’Athènes (1956-1961).
1964-1965, assistant à la faculté de Droit d’Athènes (auprès du prof. Ph. Vegléris).
En 1964, après avoir passé un concours, j’ai eu une bourse de trois ans, de la part de la Fondation des Bourses d’État, pour effectuer des études postuniversitaires à la faculté de Droit de Paris (droit public). En 1967 j’ai obtenu le « Diplôme des Etudes Supérieures » (D.E.S.).
En 1968, réussite au concours et entrée au Conseil d’État comme Auditeur, 1974 promotion au grade de Maître des requêtes, 1985 Conseiller d’État.
De juillet 1982 au septembre 1983 séjour à Munich où j’ai rédigé le «Droit parlementaire hellénique» (= Corpus, Vol. II, 1985).
Depuis 1998 jusqu’ à 2005, professeur de droit constitutionnel à l’Université Démocrite de Thrace (Komotini).
2004, vice-président au Conseil d’État.
2005, fin de carrière (limite d’âge).

1981, soutenance de ma thèse à la faculté de Droit d’Athènes ayant comme sujet: « Les actes de contenu législatif du Président de la République. Interprétation de l’article 44 § 1 de la Constitution hellénique ».
1982, membre fondateur et membre du Conseil d’administration de l’Association des Constitutionnalistes Grecs.
